এলসি জটিলতায় গত ছয় মাসে ৭৫ শতাংশ রিকন্ডিশন্ড গাড়ি আমদানি কমেছে বলে জানিয়েছেন এ খাতের সংগঠন বাংলাদেশ রিকন্ডিশন্ড ভেহিকলস ইমপোর্টার্স অ্যান্ড ডিলারস অ্যাসোসিয়েশনের (বারভিডা) সভাপতি হাবিব উল্লাহ ডন। মঙ্গলবার রাজধানীর শাহবাগের ঢাকা ক্লাবে ২০২৩-২৪ অর্থবছরের প্রস্তাবিত বাজেট নিয়ে সংবাদ সম্মেলনে এ তথ্য জানান তিনি।
তিনি বলেন, ‘যেসব ব্যবসায়ী ব্র্যান্ড নিউ গাড়ির ব্যবসা করেন, তাদের বেশির ভাগই কোনো না কোনো ব্যাংকের মালিক। ফলে এলসি বা ঋণপত্র খুলতে তাদের সমস্যা হয় না। কিন্তু মধ্যবিত্তদের জন্য যারা রিকন্ডিশন্ড গাড়ি আমদানি করেন তাদের ব্যাংক নেই। তাই ডলার সংকটে তারা এলসি খুলতে সমস্যায় পড়েন। এ কারণে গত ছয় মাসে মাত্র ২ হাজার ৮০০ রিকন্ডিশন্ড গাড়ি আমদানি হয়েছে। যেখানে ছয় মাসে সাধারণত ১০ থেকে ১২ হাজার গাড়ি আমদানি হয়ে থাকে। এ হিসেবে ৭৫ শতাংশের মতো গাড়ি আমদানি কমেছে।’
হাবিব উল্লাহ ডন বলেন, ‘সারা বিশ্বেই এখন আর্থিক সংকট চলছে। বাংলাদেশেও এর আঁচ পড়েছে। এ কারণে নিত্যপণ্যের আমদানি স্বাভাবিক রাখতে সরকার অনেক বিলাসপণ্য আমদানিতে নিরুৎসাহিত করেছে। অচিরেই ডলার সংকট কেটে যাবে বলে প্রত্যাশা করেন তিনি।’
বারভিডার সভাপতি বলেন, ‘জ্বালানি সাশ্রয়ী এবং পরিবেশবান্ধব হাইব্রিড গাড়ির সিসি স্ল্যাব ও সম্পূরক শুল্ক হার পুনর্বিন্যাসের প্রস্তাব দিয়েছিল রিকন্ডিশন্ড গাড়ি আমদানিকারকরা। কিন্তু বাজেটে হাইব্রিড কার ও জিপ (১৮০১ সিসি থেকে ৪০০০ সিসি পর্যন্ত) আমদানিতে শুল্ক না কমানোয় এ খাতের প্রত্যাশা পূরণ হয়নি।’
এদিকে পরিবেশ সুরক্ষা ও বৈদেশিক মুদ্রা সাশ্রয়ে বৈদ্যুতিক গাড়ি আমদানিতে ২০ শতাংশ সম্পূরক শুল্ক প্রত্যাহার করার অনুরোধ করেন তিনি। একই সঙ্গে বৈদ্যুতিক গাড়ির নিবন্ধন যেন একদিনের মধ্যে সম্পন্ন করে দেয়া হয় সে ব্যাপারেও অনুরোধ করেন এ গাড়ি ব্যবসায়ী।
বর্তমান বিদ্যুৎ সংকটের মধ্যে বৈদ্যুতিক গাড়ি আমদানি বাড়ানো কতটুকু যৌক্তিকতা প্রসঙ্গে হাবিব উল্লাহ ডন বলেন, ‘এ সংকট সাময়িক। এজন্য বড় সম্ভাবনাময় খাত আটকে রাখা যায় না। ২০৩০ সালের মধ্যে দেশের ২৫ থেকে ৩০ শতাংশ গাড়ি বৈদ্যুতিক করার পরিকল্পনা রয়েছে। সেই লক্ষ্যেও এগোতে হবে। এজন্য ঢাকা ও ঢাকার আশপাশে ম্যাপিং করে চার্জিং স্টেশন বসানোর ব্যাপারেও বিদ্যুৎ প্রতিমন্ত্রীর সঙ্গে আলোচনা হয়েছে।’
এছাড়া গণপরিবহন হিসেবে মাইক্রোবাসের ওপর থেকে সম্পূরক শুল্ক প্রত্যাহার ও দ্বিতীয় গাড়ির ক্ষেত্রে পরিবেশ সারচার্জ নিয়ে প্রস্তাবিত বাজেটে সরকারের যে পরিকল্পনা, তা আরো স্পষ্ট হওয়া প্রয়োজন বলে মনে করে বারভিডা।
হাবিব উল্লাহ বলেন, ‘যদি কেউ দ্বিতীয় গাড়ি ব্যবহার করেন এবং সেই গাড়ি যদি কোনো কার্বন তৈরিতে সহায়তা না করে তাহলে তাকে কেন কার্বন কর দিতে হবে। এটি ভেবে দেখা প্রয়োজন।’
